Devil's Triangle 26 identified members of the Bloods gang allegedly involved in drug dealing, assaults and other crimes.

"This is one of the more active gangs," Rodríguez said. "There are other gangs involved in the Northeast. This particular gang, the Bloods, is very active, and we wanted to bring them under a court order."If approved by a judge, the injunction will bar selected individuals identified as gang members from certain activities in two zones. One zone will be in the "Devil's Triangle," a neighborhood bordered by Dyer, Hondo Pass and the Patriot Freeway, and the other will be the "Patriot Safety Zone" around Andress High School, officials said.Under the proposed injunction, it would be illegal for a person to associate with other members of the Bloods, Rodríguez said. It would also using gang signs, cell phones and pagers.A gang member would not be allowed to go into a public school unless the person was a student, was an employee or had relatives attending the school. There would be a 10 p.m. to 6 a.m. curfew.El Paso police Lt. Alfred Lowe, a former gang-enforcement officer who now heads the Crimes Against Persons Unit, said an injunction is a powerful tool.
"When we are out on the street, a gang injunction establishes probable cause (to stop a person) before you get out there," Lowe said.
The Bloods is a primarily black gang rooted in Los Angeles with sets across the nation. The Bloods, who use the color red, and their rivals the Crips, who use blue, became household names in the late 1980s.Rodriguez said the proposed injunction is not aimed at the black community."This gang does have a heavy concentration of African-Americans, but you will see a number of them are Hispanic and other ethnicity," Rodríguez said. "This is not targeting African-Americans. We are going after gangs in general."This would be El Paso's second gang injunction, after one imposed against the Barrio Azteca in the Segundo Barrio from 2003 to 2005.
